I think I've got it. He's recruiting voices. They intend to stand outside of the house at night an wail so no one gets any sleep.

I don't get it though. He said he wasn't trying to disturb the people in the house because (and I qoute) "Pretty soon, they won't be getting any sleep anyhow"

So who is he trying to keep up?
